ᐅ Energy Saving Regulations 2014/from 2016 onwards: Heating, Insulation, and Masonry Materials

We are currently facing an important decision that is crucial for our further planning. From a financing perspective, we are not dependent on any KfW efficiency standards.
Regardless of the Energy Saving Ordinance (EvEV), our conservative initial plan (excluding doors and windows with triple glazing) is as follows:
Gas heating with underfloor heating + fireplace + 30cm (12 inches) Poroton exterior bricks.
Since this year, this is certainly no longer straightforward. I have the following key questions:

- Since the 2014 Energy Saving Ordinance, is it mandatory to have a 36.5cm (14 inches) exterior wall to meet the minimum insulation requirements?
- Who is the expert responsible for this—the one who calculates the Energy Saving Ordinance values? The heating installer?
- From when is mechanical ventilation required (which we want to avoid if possible)?
- Does a fireplace have any impact on the Energy Saving Ordinance?
