we have a city villa built in 2017 without a basement, with two floors.
In one room, the plaster on a wall has developed horizontal cracks and has come loose or cracked.
The plaster underneath seems to be hollow; by pressing firmly, it can almost be smoothed out again, but it is slightly detached in the loose area. On the outside, there is an external thermal insulation composite system (ETICS / external wall insulation), so nothing is visible from outside.
On the ground floor below, there are no cracks and everything looks fine; all the plaster cracks are only on the upper floor.
A Google search brought up various possible causes, such as issues with roof load, ceiling sagging, etc.
In the adjacent room, it is the same exterior wall, but here there is only a small horizontal crack near the ceiling.
I suspect that the plastering was done poorly and the substrate was not properly prepared or cleaned.
How would you interpret this? Is it a problem with the masonry or just the plaster?
This issue has already been reported to the plastering company by registered mail during the warranty period, but the company is ignoring it and the warranty has now expired.

The exterior wall is made of Poroton hollow clay bricks, 24cm (9.5 inches) thick, with an external thermal insulation composite system (ETICS). As mentioned: on the ground floor below everything is fine, from the outside everything looks fine, and in the adjacent room on the same exterior side there is only a normal horizontal crack—no vertical cracks.
