Unfortunately, I can't provide any input on the driveway, but the distance to the property boundary seems a bit narrow to me... Are you allowed to build that close to the boundary where you are?

Have a look at §5 of the building code for NRW. The condition of the access depends on many factors. In my opinion, you will most likely have to give up the existing garage.
