Unfortunately, I can't provide any input on the driveway, but the distance to the property boundary seems a bit narrow to me... Are you allowed to build that close to the boundary where you are?

Would it even be possible to build a house there?

Maybe.
Is there a development plan (building permit / planning permission)?
Is the sketch roughly to scale?
If both answers are no, please provide a generous section of the property map (tim-online).
Otherwise, please show the development plan and add measurements to the sketch.

Would it need a separate driveway for emergency vehicle access for the fire department?

Please refer to §5 of the NRW building regulations. The access requirements depend on many factors. In my opinion, you would most likely have to give up the existing garage.

If the answer to both is "no," please provide a generous section of the cadastral map (tim-online).
Otherwise, please show the development plan and add measurements to the sketch.

Have a look at §5 of the NRW Building Regulations. The condition of the access depends on many factors. In my opinion, you will most likely have to sacrifice the existing garage.
