Unfortunately, your municipality is not yet ready to publish the development plans online. If there is none, construction according to Section 34 of the Federal Building Code should be possible, but not as shown in your plan, since that would create a third row of buildings, which is usually not approved. Additionally, the existing building is positioned very unfavorably for using the current access road. However, you have three options to obtain access through neighboring properties, provided the neighbors agree. My preferred option with a construction easement (green) crosses plot 306:
