I want to build a new garage with a half-hipped roof in Berlin. The roof surfaces are sloped at less than 45° on all sides.
I need to maintain an average wall height of 3m (10 feet).
Therefore, my question is: How is the average wall height calculated for the eave and gable sides?
Is it (wall height + ridge height) / 2, or are the roof slopes disregarded because of their angle?
I would be very grateful for a reliable source reference!

This is stated in the respective regional building code under "setback areas," usually §6, although the description and thus the calculation can sometimes be difficult to follow. In the end, this doesn’t matter much because you need an architect for a building permit / planning permission application anyway; they know how to calculate the wall height, and the building application will be reviewed again.
In Berlin, garages that meet certain criteria are allowed to have a roof with a maximum pitch of 45° (45 degrees). The roof is then excluded from the wall height calculation, unless the gable faces the boundary. If the eaves are on the boundary, this is permitted.
