Hello,

I wanted to ask if houses from the 1990s are generally better in terms of energy efficiency compared to, for example, houses from the 1960s.

Or hadn’t there been much progress in construction methods by then to build more energy consciously (both materials and building techniques)?

Formally, one might assume that to be the case, but it is not.
Minimum energy requirements for new construction (building envelope) only existed since 1998 with the then applicable WSV. Until then, everything was ad libitum!
From 2002 onwards, with the introduction of the Energy Saving Ordinance, building services systems were finally taken into account as well.
The devil is known to be in the details, which are generally crucial.
Every building project, whether existing or new construction, is specific and individual in its boundary conditions.
Generalizations, assumptions, or estimates rarely lead to an economically viable overall result!
