I am planning to build my house with an air-to-water heat pump. A neighbor refuses to give consent for the building permit / planning permission.

Does the heat pump need to be shown on the site plan at the time of submitting the application?

Well, it is difficult to find a source for that statement because heat pumps do not require a building permit / planning permission or official approval (in terms of the construction application).
