we have found an existing property that we are interested in.
It is a large single-family house.
We would like to purchase it and convert the upper floor for my wife’s parents.
The house has a main entrance door. The staircase to the upper floor and basement is not accessible from the main entrance but is located next to the kitchen. In other words, you would have to go either through the basement or through the kitchen to reach the upper floor.
For us, this is not a problem. However, is this allowed from a building regulation and insurance perspective?

We are talking about a permanent situation that a) is not particularly convenient for seniors and b) is hardly practical for families on a daily basis.
What about visitors to the parents, who have to pass through your kitchen during a relaxed family evening?

Andreas From a building regulation perspective, the upper floor would not be considered a separate living unit and therefore would not be permitted as a self-contained apartment or granny flat, if that is what you were asking. It would remain part of a single dwelling unit.
