Hello gentlemen!
First of all, I hope you and your families have stayed safe through these challenging times!?
1. Yesterday, I noticed cracks in the concrete exterior wall of the basement at our construction site; please see the attached pictures:



2. I have reported this, along with the pictures, to our site manager.
3. This was the reply:
“Good day Mr. xxx,
I have taken note of your pictures. As an immediate measure, the cracks will be covered to prevent water ingress.
When the basement ceiling is poured, the cracks will be sealed and should therefore no longer pose a problem.
However, I must point out that entering the construction site without supervision by the site management is not permitted for insurance reasons.
Please take this into consideration.”
4. What do the professionals think about this?
5. How should I proceed from here?
6. What should I reply or request?

1. Yesterday, I spoke again with our TÜV inspector, especially regarding the question of why the rebar was bent upwards.
2. According to the site manager, as told to our TÜV inspector, the rebar was bent upwards to be able to remove the formwork.
3. I then asked the TÜV inspector if this had been accounted for in the structural engineering plans. He said he was wondering the same thing.
4. After Christmas, I will probably send a formal defect notification to our site manager by registered mail with a return receipt.
In this letter, I will
4.1 ask for the reason for bending the reinforcement upwards,
4.2 request the structural engineering plans,
4.3 ask for the defects to be corrected, and
4.4 request documentation of the remedial work.
5. Do you see a better approach or did I forget something?
6. In my opinion, it is shoddy work and unacceptable that the cracked exterior wall is
6.1 not covered against water,
6.2 simply left to hope that the cracks will close by pouring the ceiling and that everything will be fine.
6.3 In my view, the site manager should have informed me about this instead of me having to alert him with pictures first. An apology would also have been appropriate.

I think you have done everything possible and involved the building inspector. As a layperson, there isn’t much more you can do except document everything.
In any case, make sure the cracks are covered. This applies to all hollow chamber materials, such as Poroton bricks.
