ᐅ Garage ceiling, Styrodur insulation, cold from double garage

Hello! We are building a single-family bungalow with a basement! The double garage is located under the living room and is the coldest room in the house! The ground floor floor consists of an 11cm (4.3 inches) subfloor (styrofoam/insulation, underfloor heating), with an additional 6cm (2.4 inches) of screed on top! Now to my question: does it make sense to add an extra layer of Styrodur (extruded polystyrene) insulation to the basement ceiling? Otherwise, I would leave the ceiling bare (concrete)...

In my opinion, you will not get a building permit / planning permission at all if you neglect insulation and fire protection for the basement garage!

Two walls need to be insulated, and a fire-resistant door must be installed! Obviously!
But the ceiling is not mentioned anywhere! Apparently, it "does not" have to be done according to the energy saving regulations (energy saving ordinance).

He is on vacation...
However, our heating installer said he wouldn't do it because the garage would become very cold, as it would then be completely outside the thermal envelope!
He believes we wouldn't lose that much energy from above anyway!

Well, if the "rest" of them are equally "expert," you might still be in for some surprises!
Hopefully, he has adequately accounted for heat loss beneath the heating level in the underfloor heating system.
