despite extensive research, I haven’t been able to fully understand how responsibilities are divided regarding energy requirements/energy performance certificates for a new build.
I hope you can help me.
We are planning to build a detached house and need to comply with the KfW55 standard.
The structural engineer and the certified energy efficiency expert authorized to submit the KfW application are two different people in our case. The question is:
Can the structural engineer carry out all the necessary calculations to meet the KfW55 standard so that the energy efficiency expert only needs to review everything, submit the application, monitor the construction implementation, and finally confirm it?
Or is the structural engineer not allowed to do this, meaning that I also need the energy efficiency expert to perform the planning services to ensure compliance with the KfW55 standard, in addition to the tasks described above?

Not just "or" – the thermal protection certificate must be prepared by a government-certified expert in sound and thermal insulation. If the structural engineer is also certified for this, they can prepare the certificate; if they are "only" a structural engineer, the aforementioned expert must perform the calculations.

Indeed, I did not receive any clarity on this point from the architect, which is why I asked here. You should have a clarifying conversation with your architect and, depending on the outcome, consider whether to continue working with them.
I expect an architect to provide comprehensive explanations to their clients—more so than a salesperson.
