ᐅ Conservatory used as a rooftop balcony

We have purchased a house that we plan to move into in about one year.
Now, the question is that on the roof above the two adjacent windows, we want to build a balcony as a winter garden (approximately 3x3 meters (10x10 feet)), made entirely of glass, which should be able to open widely.

The question is, how is this possible? Do we need a building permit / planning permission for this? And what would the approximate cost be?

Regarding the building permit: it varies depending on the federal state (BL), so just call the responsible building authority. Their information is binding! And it’s not just about the conservatory: it also involves the floor (insulation), possibly heating, etc. A conservatory of that size, good quality, and depending on the features can cost around 40,000 euros. Shading is also an issue and, of course, possibly the building permit. We lack the necessary information for further clarification.
