ᐅ When will the 2012 Energy Saving Ordinance (EnEV) come into effect?

We had a meeting yesterday with a general contractor (GC). I asked when the new Energy Saving Ordinance 2012 would come into effect. To my surprise, they said that the Energy Saving Ordinance 2009 is only valid until December 31, 2012.
During the conversation, the GC pointed out that the current Energy Saving Ordinance 70 standard is the basis.
I then checked the Energy Saving Ordinance website, but found no mention of this.
Additionally, the GC confirmed that a draft version is circulating among all construction contractors and must be followed starting December 1, 2012.
So, what is it now? 😕 😕
We only planned to build according to the Energy Saving Ordinance standard.

The so-called “new” Energy Saving Ordinance that everyone is talking about is currently scheduled to come into effect in 2014, if at all. The problem is that not only our politicians need to agree, but the entire EU as well; this can take time.
