What justifies an additional charge for installing tiles that differ in size from the standard 30x60cm (12x24 inches), for example, if we want to install wood-look tiles measuring 20x90cm (8x36 inches)?

It’s like if I advertise "500 grams (17.6 ounces) of German strawberries" for $2.49 at a grocery store and then add a note underneath saying "Extra 50 cents due to German origin." I don’t find that trustworthy.

I find the phrase “that guy” to describe the provider disrespectful, on the other hand.“Guy” is not meant disrespectfully. People also say "cool guy" when they like someone. It’s just not a formal term like "the contractor offering the service" (who in this case isn’t a specialist craftsman but a generalist who does painting, parquet, tiling, drywall, and so on).
