ᐅ Single-family house with a separate granny flat (or secondary apartment)

We are planning to start building soon. Here are a few details before I get to the "problem." My husband and I have two children (child number 3 planned in the next few years) and want to build a house. Our parents are supposed to have a 2-room apartment. The basement apartment should be on the ground floor with a separate entrance. Our kitchen, living/dining area, utility room, and guest bathroom will also be on the ground floor. The house will be 12 x 14 m (39 x 46 ft), without a basement, with a gable roof.
Now to the problem: our area on the ground floor is rather small, and I’m not sure what to make of all the square meters upstairs. Does anyone have any ideas?
I wanted to put the utility room on the upper floor, but I was told it would be too expensive to run the connections up there. How much more expensive would that be approximately?
