my wife and I are planning to build a house. The contract with a general contractor will be signed in about 1 to 2 months. Since you often hear and read about poor workmanship in construction, we would like to hire an independent person to inspect the trades after completion and report any defects. I have researched online and found the following:
1. There are some associations, some nationwide, which depending on who is assigned to you, may not provide optimal support. You cannot choose the inspector yourself; you are assigned the inspector nearest to you. -> Costs are relatively low, as a monthly fee is charged.
2. There are some engineers, including those organized in associations, who offer construction supervision and monitoring. Here it would be possible to choose an advisor. -> Costs are higher.
3. An architect. They are paid according to a detailed fee schedule. -> Costs are similar to engineers.
But how do I know that the inspector/architect/etc. really understands the subject? Having many years of professional experience can also mean that the inspector works with knowledge from 10 years ago and is not up to date.
What we actually want is someone who:
- Advises us before/signing the contract on which points/positions need to be included to cover our needs and to avoid misunderstandings and different expectations later on.
- Inspects each trade after completion to verify if the work was done correctly.
- Has reasonable costs.
- Provides independent advice and brings expertise/experience.
How do we proceed to find the right inspector? We have budgeted around 3,000 to 5,000 EUR (about 3,200 to 5,300 USD). Naturally, less is preferable, but we also understand that quality has its price. Can you recommend someone (person, association, organization) from the Cologne/ Bonn area?

Go to the website of the Federal Association of Publicly Appointed and Sworn Experts. There you can search for an expert appraiser suitable for you by state and city :-)
