We have been on a potential interested parties list for a new housing development that is expected to be built within a foreseeable time frame for about a year now.
Yesterday, we received an “Expression of Interest - Response” from the city. Besides the usual details like name, address, etc., there were also some questions about the building style, the number of housing units, whether it’s a single-family house or something else. They also asked about the approximate plot size, when we plan to build, and what I find quite strange, “how much we are roughly willing to pay.” Do you think the city is already filtering potential candidates based on this or are they only accepting those who are willing to pay the most?
Additionally, the form needs to be signed, but I assume this is just non-binding, right? The title of this PDF makes me a bit cautious.

I have now reviewed the questionnaire from your private message. It appears to be about a development area for which a land-use plan already exists but is either not legally binding yet or is not being revoked or changed—at any rate, the municipality wants to consider the wishes of the affected landowners. I do not see any indication of a selection process of applicants (in the sense that the municipality would be the seller of all the plots). A new school planning project seems to have been overtaken by events and affects the land-use plan to such an extent that revising it appears sensible. In this context, they apparently want to further develop parts of the development area (e.g., villa district, row house area, or similar) according to demand. I do not detect any improper or underhanded questions. Signing is required due to the (later revocable) consent to use the information provided, the purpose of which, in my opinion, is clearly stated: “to consider your preferences already in the design phase (land-use planning process), we ask you to share your ideas regarding the plot of land and possible house type.” From my perspective, there is nothing to be concerned about.
