With such a low height, you should be able to avoid restrictions on cubic meters for enclosed space in NRW. I’m thinking about 4 m long, 2 m wide, and 1.3 m high with a hatch for exiting. That makes 10.4 m³ (368 cubic feet). Then the small car could be sheltered somewhere without a building permit / planning permission, right?
For covered parking spaces, the limit is based on area rather than enclosed space, specifically 30 square meters (approximately 323 square feet). Therefore, a standard single parking space is generally exempt from requiring a building permit / planning permission without any special considerations.

We have a permit (building permit / planning permission) for a double carport but want to eventually cover almost all the cars. The latest addition is a 17-year-old Smart Roadster for one of our sons. It’s becoming a classic and needs a roof but no extra height.

StevoBrun12 Feb 2020 07:41I have to ask as well... I want to add a carport next to my garage, preferably a lean-to carport. Does that require a building permit / planning permission? If I place it freestanding next to the garage, is it exempt from requiring permission?
