Here is the starting point:
- The parents own a plot of land.
- We can build a house on it.
- It is currently classified as garden land and needs to be converted into building land (planning permission required).
So, we are planning to build (otherwise I wouldn’t have ended up here). 🙂
We have already been to the bank and the first prefabricated house provider (Hanse Haus).
We have already been overwhelmed with almost too much information.
Now, a call for help from you!
Where do you start? What do you need to consider, and which applications or permits are required?
A step-by-step guide would be great. Someone (or an app) to help us navigate through the whole bureaucracy jungle. What needs to be considered.
The prefab house seller said the very first step should be to get a ground survey report (soil investigation).
That’s at least something to start with.

So, visit the local building authority and/or look up the zoning plan online.Once you know if you can build, the next question is what you are permitted to build. The building authority can also provide information on that.

Nice-Nofret12 Mar 2021 17:10As long as the land is not designated as building land, you’re putting the cart before the horse. Your first step is to contact the local municipality to find out if it can be rezoned as building land, how long the process takes (to the exact year), and what the costs involved will be.

The area has a mix of old and new houses, with various types of houses around. It’s quite random.
Yes, before the assessment, it’s definitely necessary to find out whether the land can be rezoned for building. So, contact the building authority.

Garden land does not exactly sound like non-buildable land, does it?
First, check the parents' property plan to see if the garden is part of their house plot.
If that is the case, you should clarify with the building authority under what conditions you are allowed to build there and whether the plot can be subdivided.
