- The parents own a plot of land.
- We can build a house on it.
- It is currently classified as garden land and needs to be converted into building land (planning permission required).
So, we are planning to build (otherwise I wouldn’t have ended up here). 🙂
We have already been to the bank and the first prefabricated house provider (Hanse Haus).
We have already been overwhelmed with almost too much information.
Now, a call for help from you!
Where do you start? What do you need to consider, and which applications or permits are required?
A step-by-step guide would be great. Someone (or an app) to help us navigate through the whole bureaucracy jungle. What needs to be considered.
The prefab house seller said the very first step should be to get a ground survey report (soil investigation).
That’s at least something to start with.

Garden land mentioned in the property tax assessment does not exclude building land; these are two different things. From the description, I suspect a gap in the building line within a §34 area. Please upload a cadastral map, an aerial photo, or something similar, so we can avoid vague speculation. Check the forum for the keyword “procedure,” as your question is almost a frequently asked question.

2. Informally clarify your budget with the bank. Take this opportunity to also make a list of your monthly expenses. This list will grow over several weeks as you include everything. Honestly assess possible DIY work.
3. Define your own wishes clearly. Try to ignore buzzwords at first.
4. Look for inspiration to support step 3, for example in the floor plan subforum and in catalogs of prefabricated or standard house designs.
5. Follow discussions here in the construction cost forum.
6. Obtain literature on how to properly read a building specification and what to pay attention to.
7. Consider whether to go with an architect or a standard house design.
8. Only now talk to a seller. As long as you don’t know what you want, discussing house models and prices won’t help.

There is no zoning plan available when you request it.
So it seems there are no regulations. That doesn’t necessarily mean anything. Ask the building authority. Most likely, it will be under Section 43, which relates to land area. In that case, the chances for development might not look too promising. Upload a screenshot of the area with a marker on the plot.
