I just came from the local council because I wanted to ask the friendly responsible officer what might be possible in our case. Unfortunately, she was not able to help me much.
In the attached image, you can see our building plot; my parking space is number 44. As you can see from the image (blue line), the house must be set back 5 meters (16 feet) from the street. Here is my first question:
1.) Is it possible to reduce this setback distance with a permit?
Furthermore, I would like to place the garage on the corner by the street, directly on the two boundaries — meaning one side facing the street and one side facing plot number 48 (property boundary construction). The garage measures 7 by 7 meters (23 by 23 feet), and the gate would open upwards (so that I don’t block the street when entering).
2.) Is this allowed?
Also included is an excerpt from the parking space regulations.
The whole thing is roughly illustrated in the second image, sorry for the low quality.

I do not consider the arrangement shown with the symbols as binding. Within the building envelope (blue lines), you will also be allowed to position your garage along the southern boundary next to the neighbor’s property. However, even with a north-facing garage door, I don’t see that you would be exempt from having to set the garage back 5 m (16 feet) from the street to provide freely accessible visitor parking spaces there.

I clearly see the 5-meter (16-foot) rule applying here, as it does not say "in front of the gate" but rather "between the garage and the public traffic area." In this case, it is not justified—unlike some state building codes—by visibility or preventing driveway backup. Instead, it is presumably intended to ensure freely accessible visitor parking space, which is why there are no chains or similar restrictions.

The plot and floor areas shown in the zoning plan drawing are maximum limits and must not be exceeded.
to mean that the 50% allowance for exceeding these limits according to §19, paragraph 4, sentence 2 is not permitted, so it will likely be quite tight in terms of the floor area ratio.
