ᐅ Fencing a Plot of Land – Temporary and Cost-Effective Solutions?

Since last week, I am the proud owner of a plot of land. There is a wild compost heap on the property that residents have accumulated over the years. Fortunately, the previous owner is still clearing the heap. As construction will only start in a few months, I would like to prevent the residents from continuing their usual practice of dumping garden waste there.
Therefore, I am considering temporarily fencing the property. My question is: do you have any ideas for a cost-effective solution? Due to the size of the plot and the duration, renting a construction fence is too expensive.

Just Google “knot mesh fence.” Our neighbor has one. I would say, visually, it doesn’t get any cheaper than that.
But what’s stopping the neighbors from throwing grass clippings over the fence at 11 p.m.? You’re not on site, after all. I also have to say, disposing of grass clippings is a hassle.
