Good evening,

I am unfortunately completely inexperienced in this area. We are planning to build our own home in the near future, and now the heating contractor wants the energy saving regulation in order to provide his offer.

My question is, does the energy saving regulation need to be prepared by an energy consultant? As far as I understand, the exact U-value requirements are publicly available. Nevertheless, we asked for an offer with the following costs, which I find quite high.

For energy saving regulation and possibly KfW:

Thermal protection certificate / energy consultation: 1900€
Basic flat rate for detailed energy planning: 2500€
Optional detailed thermal bridge analysis: 2200€ for 20 hours
KfW application processing: 900€
Blower door test: 450€
Spot checks: 720€ per 240€
Energy performance certificate: 250€

Gross total: 7997€

Detailed design phase, or do you want to give everything to a general contractor? In that case, you don’t need an energy consultant anyway.

I think I am doing everything you mean myself. I am a bricklayer in a company and will naturally coordinate all trades myself, and I already have almost all the quotes except for the one from the heating contractor. I just wanted to know if I absolutely need an energy saving regulation certificate, meaning if at some point the authorities will come and require it.

There might be a misunderstanding here. However, as far as I know, a thermal insulation certificate is used to prove that a house meets the requirements of the energy-saving regulations, including summer heat protection. At least in our case, we had to include this certificate with the building permit / planning permission application in order for it to be approved.

So the energy saving regulations documentation was not submitted with the building permit application / planning permission (Lower Saxony).
I think I would build according to the energy saving regulations anyway and probably exceed the requirements, but I don’t need a specialist to tell me what I need if I’m already planning to include things like thermal bridge details and similar features.
The building permit application / planning permission is still not approved and is currently with the city authority waiting to be forwarded to the district office.

Perhaps there are regional differences. We were required to submit it without exception.

The thermal insulation certificate according to the energy saving regulation can only include the building heating load according to DIN EN 12831, as it refers to the entire building.

The room heating load according to DIN EN 12831 is part of the building services engineering and takes into account each room and its temperatures.
Surface heating systems differ even further.

The building heating load is NOT the sum of the room heating loads;
the room heating loads can be up to 30% higher.
