Hello,

I just spoke with the carpenter, and since he is (still) not up to date, I would like to ask for advice here. Apparently, a new building regulation has been in effect here since February 1st, and I have already found the clause stating, "Conversion and change of use of attics for residential purposes, including the construction of dormer windows, is exempt from approval."

Now I have several questions: Does "conversion for residential purposes" also apply if the floor is already used as living space? The current situation is as follows: the upper floor is already residential space, with bedroom and kitchen sharing a lean-to dormer, each with one window. The sloping roof significantly limits use, furniture placement, etc., so I would like to enlarge the dormer.

Of course, I am currently preparing plans, photos, etc., and I will approach the local authority, but I like to be well prepared. Since I do not live there at the moment, I am unable to upload pictures or similar at this time.

I interpret this as an initiative to encourage converting attic spaces from storage rooms into living areas; and for this purpose, no building permit / planning permission would be required even if dormer windows are to be constructed. I do not read anything here about expanding or enlarging existing dormers in attic spaces that are already used as living areas. This seems primarily aimed at creating additional living space within existing buildings as an alternative to urban sprawl or densification by expanding the built-up area. This sounds less like a typical general amendment to building law and more like a specific measure linked to the implementation of a coalition agreement.
