The further along your build is, the cleaner the work should be.
This is only partly related to price; it mostly depends on the craftsmen’s own standards. If tradespeople don’t pay attention or clean up, you just have to talk to them. If that doesn’t work, the next level of management must get involved. That didn’t happen in our case.
Of course, if you only want the cheapest option, the site probably won’t be very clean...

Using a vacuum cleaner during the shell construction is a bit excessive. Sweeping is completely sufficient. Before installing the screed, a bit more thorough cleaning is preferable. I consider it obvious that each trade disposes of its own waste and leaves the construction site reasonably clean and in line with the progress of the build. A vacuum cleaner only becomes truly useful just before laying the floor coverings.
