ᐅ Building According to Energy Saving Regulations – Is a Sustainability Loan Possible?

I am currently planning the construction of a semi-detached house in Berlin. The construction company is building according to the Energy Saving Ordinance, but I don’t yet know the final energy demand or whether it will be below 75 kWh/m² (about 7.0 kWh/ft²). If it is below 75, I can obtain a favorable sustainability loan from the bank.
My question is, if the company is building according to the Energy Saving Ordinance, shouldn’t the energy demand automatically be below 75?
Here are some details about the construction:
- Solid construction with 36.5 cm (14 inches) Poroton T10 wall
- Type: City villa with 2 full floors and a converted attic used as a studio, without a basement
- Total area 145 m² (about 1,560 ft²)
- Triple-glazed floor-to-ceiling windows
- Gas condensing boiler with solar panels
