ᐅ Changing the heating system after submitting the building permit application or during the construction phase

Our construction management recently asked us whether we might want to adjust our heating system choice due to the current situation (political events, gas supply, war, etc.).
We are currently building a KfW55 house (town villa, 148 sqm (1,593 sq ft)) and, when signing the contract last year, we had chosen a gas heating system combined with solar thermal. Now we are considering canceling the gas heating including the solar thermal system and switching to an air-source heat pump instead.
We are a bit uncertain about how long the adjustments from the builder’s side (architect, etc.) might actually take. This could potentially lead to a "construction halt" or even a delayed move-in. As for the current construction progress, the foundation slab and the ground floor are completed, and the next step will be the intermediate ceiling.
As far as I know, a “supplementary submission” has to be filed with the building authority. However, some additional questions arise:
1. Is it possible to change the heating system during the construction phase and after receiving the building permit / planning permission?
2. What documents are required for a supplementary submission to the building authority? Exterior elevations, datasheets of the air-source heat pump, and what else?
3. Could there potentially be issues with the already approved KfW55 application, and would a new energy calculation need to be done for the subsidy?
4. Are there other topics or points we should be aware of?

In my building permit / planning permission, it even stated that I heat with oil (KfW40+), the architect simply clicked the wrong option.
The main thing is that the energy consultant gives approval; they just need to recalculate once. As far as I know, that should be fine. No guarantees.

You need to meet your energy performance requirements—consulting with an energy advisor should help.

Deliverer25 Jun 2022 17:30Definitely do this, even if it causes delays. You certainly won’t be touching the heat transfer surfaces for 50 years. They must be suitable for heat pumps.
I also wouldn’t want solar thermal on the roof. It just wastes money, makes the heating system unnecessarily complicated, delivers little to no benefit, and sooner or later you’ll need the space for photovoltaic panels.
