ᐅ Retaining wall: backfill or install a concrete curb – height difference adjustment

we want to pave our driveway, but at the boundary there is a spot where I’m not quite sure how to proceed.
On one side is our property, where we will pave, and on the other side is a public green strip, where we want to add soil. Is there so much pressure from the paved area that the curb (or kerb) might be too weak?
The load is only from passenger cars, with at least 1 meter (3 feet) distance to the curb, we definitely won’t be driving closer than that.
Do I need to build a retaining wall, or is a curb sufficient? The length is about 10.5 meters (34.5 feet).
I’ve sketched it out in two versions.
Where there is recycled material in the already excavated foundation, it has been compacted, which we did so that if a wall is required to withstand pressure, we have only excavation with recycled fill and can reuse it directly.
On one side, I lean toward building a wall, but I think with this small height difference a curb should be enough.
What do you think?

Powermichi30 Aug 2021 23:15We went with the version that includes the lowered curb back then, and it has held up perfectly.
