can someone explain to me why this is sometimes done and sometimes not?

A waterproof membrane can also be placed between the masonry and the foundation slab. Sealing above this layer is not strictly necessary but is usually done as a standard practice.

In my opinion, applying it above doesn’t make sense because water would likely rise up the walls if it comes through the slab.

That’s why damp-proof membranes should be installed under the walls. We also used the Katja membrane.
