ᐅ Roof tiles overlap the edges of roof windows – is this normal?

The roofer at most accidentally hit the 5cm (2 inches). It’s always hard for me to judge distances from photos like this, but I think the crooked line speaks for itself.
Shouldn’t an verge flashing normally extend beyond the tiles?
And since the roofer did such a neat job... where exactly does this flashing drain to?

I quickly checked, and my neighbor has the same roof tiles, which are indeed staggered. I would have the entire roof inspected again by a professional and then take any further (necessary) steps.

Our roof was reworked several times. The solar installer later said they rarely see such well-done roofs, so from my perspective, the “stress” was worth it.
