The question is what costs to expect.
A new boiler can be found for around 1,000 euros, and I estimated the radiators at 8 units x 300 euros each, totaling 3,400 euros.
But a friend working in construction quoted “about 10,000 euros.”
Is the installation really that complex?
Do the pipes necessarily have to be replaced?
They are copper, and from my amateur perspective, they should not wear out, rust, or similar — right?

I moved about 20 km (12 miles) from Karlsruhe to the Palatinate region. And what can I tell you... they charge almost 50% less for labor here in the Palatinate. So a significant price difference can definitely occur, which you will only find out by contacting companies directly.
Our earthworks were quoted between €15,000 and €25,000. Asking a question in any forum wouldn’t have helped us.
And since no one knows the condition of your apartment, no one can estimate the effort involved.
In general, you don’t have to replace the pipes, but for example, if you live in a concrete building, drilling is more complex, requires heavier equipment, and takes more time. Nothing has been said about the condition or the age of your heating pipes.
Your contractor estimates €10,000... what material costs are included in that? Are they based on your estimated €3,400, or is he planning on a more expensive boiler and pricier radiators?
If you ask me, I would roughly estimate a price between €7,000 and €10,000, without a solid basis, just from experience with how long our installers needed. Three people, four full days, including laying all pipes in a prefabricated house.
