The following description in the development plan: Garages, parking spaces, and covered parking spaces are permitted as boundary developments within the specified building depth of the buildable plot areas. This permission for boundary development also applies outside the buildable plot areas. Additionally, they are allowed in the areas designated for parking spaces and garages.

Now the questions:
Is it therefore only permitted to build a carport in Plot 1, or is it also allowed across Plot 1 and Plot 2? Are there any legal experts in this forum who could provide a clear answer? Thank you in advance.

In any case, starting duplicate threads is not allowed. You agreed to the terms and conditions when you registered.
Personally, I assume that both areas must be built on, unless the state building code restricts distances to roads and access paths.

In Field 1 yes; in Field 2 only yes if, for example, the regional building regulations do not require a setback of 5m (16 feet) from the street (due to parking in front of the parking space or to avoid visibility obstruction for moving traffic) or similar. Restrictions are not only specified in the individual zoning plan.

Ask the responsible person at the local authority how this is supposed to work. Or are they not reachable?

The building authority therefore rejects all parking spaces, carports, and garages that are partially located outside the dashed line or the buildable property areas. Since many builders had rather understood from the development plan that these areas could also be used outside the marked fields, they purchased their properties based on this understanding and their building plans.

Or alternatively: challenge the building permit / planning permission in court.
