Hello,
The use of renewable energies is indeed encouraged (Renewable Energy Act), and in some cases also truly sensible and economical, but it is not mandatory. Even the minimum requirements of the Energy Saving Ordinance do not have to be met in every case => §25 Energy Saving Ordinance.

... standard Junkers condensing boiler with underfloor heating downstairs and 4 radiators in the attic, according to the seller this is not necessarily required, the house has a building permit / planning permission which is already about half a year old, this seems suspicious to me or are my construction concerns justified that something might be wrong,...

If I were you, I would have a professional conduct a heat demand calculation. Basically, in plain terms: What does each heating system cost per month and per year? Including maintenance and installation costs! We live in the present anyway. A well-known politician once said: What do I care about my words from yesterday? Okay, that may sound a bit harsh, but it is often true. Since we are all supposed to save energy 🙄 don’t let all the efficiency hype drive you crazy. Instead, think carefully about what is important to you. And above all, what you can and want to afford financially.

Correct, future energy costs are replaced (reduced) by upfront investments. Consumption costs and the investment, or capital service for it, should be in an economic balance. We have since decided to pass on the offer because when you search for the one provider, you find a billion things on Google—from dental technicians to insurance agents, holiday homes, financiers—there seems to be nothing they don’t offer, which is quite off-putting for us. On the other hand, there is nothing to be found about the construction company, which happens to have the same phone numbers as the building planning office, both located in the same village, only the managing director is different, and there is no information about him either. This leaves far too many unanswered questions for us.
The offer was for a turnkey house, but there were contradictions in the plans. For example, it was unclear whether the flooring was included; in discussions, it came up that it was not. However, the construction list includes 100 m² (1,076 sq ft) of tiles, which are supposed to be divided between one bathroom and one kitchen, which doesn’t make much sense to me—they are not large rooms.
The location of the property was great, and the offer seemed okay at first glance, but upon closer inspection, well… 🙂
