Hello everyone,

I am new here and have a question right away.

But first, a brief introduction.
I am 34 years old, and my wife is 29.
We have a daughter who is 17 months old. We would like to fulfill our dream of owning a home. We live in Düren, district Birkesdorf.

Now to the issue:
I am receiving a plot of land from my father with an area of about 1000 square meters (0.25 acres).
I would like to build there, but according to the development plan and the building authority, only a house with three floors is allowed.

My question is:
Is there possibly a way to build only two floors, or is it simply not permitted? The development plan dates back to 1965.
Because three floors are generally not an option for us.

I am also curious about what type of two-story building the one next to your building plot is, or is supposed to be.

By "next door" and "opposite," do you mean houses 6 and 7 (which are in the two-story building block)? But from your property towards Eintrachtstraße, it seems to me that denser development is intended, and I consider house 13 to be a multi-family house. Houses 14 to 24 appear to be townhouses based on the aerial view.

At Eintrachtstraße (houses 57 to 63a), I get the impression that the full stories of the attics were created by excessive use of roof additions.

Yes, now things are a lot clearer. With a magnifying glass, it’s readable. A 25° roof pitch is too low to qualify as a full story, even with a 60cm (24 inch) knee wall. That’s probably why some neighbors have installed dormers. However, these can be exempted, as otherwise they wouldn’t be permitted. I would suggest consulting the building authority/planning office. If I have read the posts correctly, several neighbors have dormers.

Did they build three stories with a flat roof on top, or two stories with a flat roof and dormers on top?

This is a single-family house.

So, you mean the small white house, right? It clearly looks like two brick-built floors with an attic. The roof is quite flat as well. Are there dormer windows?
