Many of the offers on Immoscout, Immowelt, and similar platforms sell the house and the land together. Does this mean that the seller acts as the developer, so the buyer does not have to appear as the builder in dealing with the authorities?

Usually, the client is the owner or user of the land on which the construction project is carried out.
Many houses with land are listed on real estate portals where the land is purchased from a third party and the house is then built by a construction company. In most cases, the construction company is not the owner of the land. In such a scenario, the buyer of the land is the client. Everything that the construction company builds on the land immediately becomes the property of the landowner (a major advantage).
If the construction company is also the landowner (developer business), the buyer of the turnkey house is registered in the land registry with a priority notice. The buyer only becomes the owner when the transfer of ownership is declared. This happens when the final installment of the purchase price is paid. This, of course, is a strong leverage for the developer.
So: land bought from a third party, house built by a construction company = client with all responsibilities (but good companies usually take the work off your hands)
Land with house from the same company: no client status, the client is the developer, so no responsibilities, just payment.
