We are planning to build a 140 sqm (1,507 sq ft) city villa without a basement to save costs. However, we would like to have a fitness room. Is there any way to accommodate it outside the house?

Does anyone have ideas? Inside the house, it seems like too much living space would be lost.

What I’m getting at: building a garage directly on the boundary line, without the possibility of vehicle access, and using it otherwise (e.g., as a sports area) probably won’t be allowed, right?

A garage cannot be repurposed and a parking space cannot simply be eliminated.
If you want to train at home, you should plan the space accordingly. In my opinion, this only applies if it involves regular, long-term use of professional equipment.
It is a hobby/ pastime: one person plans a dedicated PC area, another a greenhouse, and someone else a sports room.
If you yourself question the usefulness of this for living space planning, then the hobby is likely not permanent and could be pursued at a sports facility instead.
If having an additional room is important to you, I would build with an architect or, as a standard solution, use a conservatory (sunroom) as a dining/kitchen area and thus gain living space within the building envelope as a pleasant multipurpose room.
