How thick should a proper concrete slab be for a two-story building? The building is not yet planned, but the concrete slab is going to be poured on about 50% of the planned area and therefore needs to be adequately sized. Would 30cm (12 inches) be sufficient?

An alternative would be to just add something thin for parking space for cars/office containers and remove it later.
No, I would rather recommend removing 1.5m (5 feet) of soil and having a compacted fine grading done.
This is usually needed anyway and will be sufficient in 80% of cases for other foundations later.

At first, nothing will be built except for the foundation slab for the next 2 years....

Not allowed!

to tear down

The correct term is "to demolish"!

The whole project is quite unusual. What’s the reasoning behind it?
Why is a slab with unknown thickness, height, and dimensions supposed to be installed for two years now?

As already mentioned, a slab without a building permit / planning permission is not possible. Surveyors, structural engineers, everyone needs to be involved. And then you want to add a few centimeters (inches) plus steel reinforcement... you’re talking about four-figure additional costs, are you aware of that?

I think this is about the "stroke of genius" *LOL*, the idea of sealing a courtyard to create a level base for temporary structures, with the intention to later reuse it as the foundation slab of the permanent building. The responsible local patent office branch is located in Schilda ;-)

The plan is not to build anything yet, only to lay the foundation slab for the next 2 years.

Unusual approach. Why do you want to do that already now?
