ᐅ Thermal insulation certificate or energy performance certificate

Do I need both for a new build or just one of them? Or are they the same thing? I’m confused.

A thermal insulation certificate is mandatory; otherwise, you will not receive a building permit (planning permission).

An energy performance certificate will be required later when selling the property, which, of course, is not necessary for new construction.
