ᐅ Terraced House Neighbor Without a Basement?

Hello dear forum members,

I have been reading quietly for a long time but haven’t found an answer to my specific question here in the forum. Maybe you can help me.

We are considering buying a townhouse plot, just under 200 sqm (about 2,150 sq ft), so it’s very small. For that reason, we would like to build a basement to make better use of the space. The basement must be constructed as a “white tank” (watertight concrete structure), which makes it quite expensive. One of the neighbors probably wants to build without a basement, the other with one. The neighbor without a basement is the current owner and may prefer that we also build without a basement; he might even make his decision to sell to us dependent on this. Because of this, we want to carefully consider the purchase, as we want to have a good neighborhood.

Now my questions:
- If we build with a basement, will this cause a construction delay for his house?
- Since it’s a townhouse, we would need to use his property for excavation, about 3 m (10 ft), right?

I don’t see any one-sidedness at all, since—as usual—I clearly pointed out that opposing views exist (and their proponents often provide reasons as well, so you can understand both “camps”). The disagreement here is specifically about whether the end result is problematic or not.

But maybe I spoke too technically for you to catch the clarity of my answers? For example, I wrote:

In German it says: Building ground—especially when there is already an additional load from above—does not remain rigidly stable if you excavate right next to it with zero spacing “vertically (i.e., not sloped at all).” Rock would be stable (though at the cost of harder material to cut through), but normal soil-based building ground is highly cohesive (but still too movable to simply stand firm under strict observation).

So if you are experienced only with house construction and not with mining, I see the critical success factor as the neighbor with the basement building before the one without a basement.

You do not want to understand that my question was not about opinions.
But no hard feelings, I have received some very helpful answers.

These are not "opinions" either when the views are supported by reasons that can be evaluated as valid or invalid for the specific individual case.

Only a soil shear strength ("viscosity") of zero would allow a slope angle of 90°. That is a fact, regardless of whether one is Protestant or Catholic.

Am I reading something wrong here between the lines, or are you forgetting your problem? Somehow I can't follow. Specifically:

Let me summarize: The neighbor wants to sell the plot and start building quickly himself. Naturally, this makes a difference as to who can buy the plot(s) now. He doesn’t want any disadvantages.

Did you forget your neighbor in your enthusiasm?
Unless you are the only interested parties, give me one reason why he would disadvantage himself (even if it’s just those mentioned 2 months).
If he’s even half as smart as you describe him, he’ll sell to someone who’s on the same page as him.
