Hello, since we are currently planning when we can start working with our architect, I have a question.
We will be building a solid structure.

How developed does the plot need to be in order to start construction?
Specifically, during the foundation slab and shell construction phases.

From when is water and electricity supply on the construction site required?

The reason for the question is that the new development area where we will be building is divided into two construction phases. Phase 1 will be developed by autumn, Phase 2 in early summer 2014. The street where our plot is located lies approximately halfway within Phase 1 (including our plot). Now, the manager of the company handling the development says the street will be completed by autumn (meaning all utilities laid and a construction road in place). The city supervises and commissions the development, and the utility provider (responsible for supply) cannot tell me whether the connections can already be used from then on. It could be that, theoretically, supply is possible, but it may not be practically available until Phase 2 is complete because "the circuit is not yet closed."

Since no one can give us a definite answer, we want to play it safe and plan so that supply will definitely be available.

Because the city has so far been very reliable with its planning of the rerouting and development, and everything is currently ahead of schedule, I assume the supply will actually be ready by June 2014.

If the shell construction (I’m estimating here) takes two months, could we start excavation before June without electricity and water "from the street"?

We would then commission the work to start in May.
This way, we would have a buffer of one month in case the development takes longer.
What I want to avoid is planning too tightly. I don’t want to have a shell structure standing and then wait weeks for supply to be connected. Assuming that is even possible.

Hello.. I can only tell you how it went for us. The masons brought their own water throughout the entire shell construction phase. The concrete for the foundation slab comes pre-mixed. But we needed electricity from day one, just for the crane alone.
That’s why I would say it’s rather difficult without access to electricity.

... actually, right from the start ... you should check with your energy provider if a temporary construction site connection can be installed .... but it will definitely involve some costs ...

From the very beginning; sometimes even for the earthworks.

For this, you need to rent a standpipe (water) and a temporary power meter box (electricity) from the respective utility providers; however, this might be difficult in your case. A provisional site connection also seems challenging, as the development follows a scheduled timeline and this action would disrupt that schedule.

One idea remains: the building area is probably not in a remote location, meaning there are already existing buildings nearby. If this is the case, you could ask one of the owners if you may temporarily tap into their water or electricity supply via a meter. This probably won’t be very cheap, since you would have to protect and cover the lines along the entire route to your construction site from damage.

Just as a side note: Have you checked whether you are allowed to start building before the site infrastructure is fully completed? The local authority usually gives the go-ahead for construction. If the infrastructure is carried out differently than planned in one construction phase (due to a loop closure?), then the approval to start building will likely be granted at the same time. I would get a written confirmation that you are indeed allowed to start building from May.

Me too (for now) – so you are (hopefully) in good company 😀

Then ask him how the shell construction will be carried out – crane needed yes/no, water provided by the tradespeople yes/no, and so on.
