we have recently looked at a few plots of land. According to the sellers, all are fully serviced.
What is still unclear to us is that some have this cable (see picture) and some do not.
Does a plot without this cable mean it is not fully serviced? Or what is the reason for this? Would there be additional costs if we purchase?

“Developed” simply means that all utilities are available.
So water, sewage, telecommunications, electricity, gas, etc.
“Available” means the connections are in the ground on the property. Since nobody knows where a house will be built, the actual connection to the house is made when construction takes place. The exact transfer point is then determined by the respective utility provider.
You have to pay for the electrical service connection to the house yourself anyway.
