ᐅ Small 4 sqm balcony – ideal construction starting from waterproofing membrane

Alongside progressing with our own house build, which will surely bring up many topics, we are currently in the process of renovating an apartment in a rental building. The balcony is part of this. My question is which type of floor construction would be best for this balcony. Since this apartment is for rental purposes, it should be simple/practical, durable, and cost-effective. I believe tiles require a screed as a base, right? That would probably be quite labor-intensive. Would it be easiest to cover the 4m² (43 sq ft) with simple WPC tiles on a plastic substructure?
