In my community, it was recommended to possibly raise the light wells to prevent water from entering the basement in case of heavy rain. What do you think about this? Although I don’t live directly in a flood-prone area, who knows what it will look like in a few years.

I actually experienced the exact opposite problem here with
raising the light wells (and their lateral sealing),
when a heavy rain combined with a "favorable" wind direction
caused rainwater to be directly funneled into the light wells.
Unfortunately, one of the basement windows behind them was also leaking,
which normally goes unnoticed in regular rain.
One solution is to install a sloped acrylic glass panel above the light well,
which covers it and prevents it from filling with water.
Of course, not everyone likes the look of this, but it works.
