Hi,

If you have a building plot with dimensions of 12m x 6m (39ft x 20ft) for a semi-detached house, which part of the house must comply with this measurement? The exterior render, the insulation, or the structural shell? With 15cm (6 inches) of insulation, this already makes a difference.

Hi,

the exterior walls (I mean plastered).

Protrusions (e.g., front door) are probably regulated by the building code or planning permission of the respective federal state (percentage of the respective width that is not counted, for protrusions of xy m (xy feet)).

For new construction, the external dimensions apply.
For renovations, it is usually allowed to build on top.
