ᐅ Raising or leveling the ground – with what materials?

Hello Forum Members,

I need some advice on filling in our plot...

We are building on a plot set back from the main road, and the new road connecting to our property has been built so high that, including the natural slope of the land, we need to raise the ground by about 90cm (35 inches) to reach the road level... 🙁

My question is: What is the best material to use for filling the garden? The soil here is quite clayey, so water tends to stand for a while after rain before it drains away. If I only use topsoil, I’m worried that the water won’t drain properly. Would it be better to lay about the first half meter (20 inches) as sand to help with water storage, and then cover the top 40cm (16 inches) with the original topsoil for flowers and hedges? Or should I create a slight slope on the plot so the water can eventually drain off (of course, not towards the neighbor 🙂 )?
