we want to build a single-family house and have contacted various developers to receive offers. The offers are now slowly coming back, except for one national company (O..a) that wants to charge us a flat fee of 1500.- to prepare an offer.
What do you think about such a company?

It is probably the case that the builder does not have in-house draftsmen and has to purchase these services externally; this is not uncommon with smaller builders. Alternatively, the builder may see the pricing during the offer phase as an opportunity to increase the chances of securing the contract. I assume that the cost of the offer would be refunded if the contract is awarded.
This is a difficult decision that only you can make. If the builder’s overall package appeals to you and you believe there is a good chance they will receive the final contract, I see no rational reason not to pay. If you are still unsure and want to continue comparing, I would initially advise against paying.

We did not expect this to be common practice. We have now learned better.

It depends on how detailed the offer is supposed to be. An initial printout of the catalog, including some planning details for the construction, should be free of charge, but if the customer requests detailed planning, they should also pay for this "service."
In our case, if we wanted more precise plans, the planning would have been invoiced and settled upon signing the contract.

We have sent all our requirements including the site plan so that we can receive an offer to compare with the other builders.
We only wanted to go into detail once we have made a decision.

there are also plenty of reputable providers who show great patience with future homeowners.
Our construction company made a total of four (free) plan revisions before we signed a contract.
Admittedly, the adjustments became smaller with each revision, but there was still work involved every time. Our sales consultant was very patient with us until the plans were finalized for signing—and even now after the contract was signed.
In the end, we rewarded the company offering us the best support and advice with the construction contract, even though there were far cheaper offers available.
