I believe what he meant was that modern underfloor heating systems do not get as warm as the older models, where you could cook a steak using the low-temperature cooking method.

...and in a well-insulated house, your feet no longer get as cold either...
The surface temperature with underfloor heating is only 20°C (68°F) instead of 22°C (72°F). You don’t really notice the difference... so it’s an expensive comfort that isn’t really a comfort anymore!

The only alternative left is "ventilation heating." However, that only works in a passive house and doesn’t require radiators or underfloor heating!
