ᐅ Foundation on the property line / garage / best approach?

Hello everyone,

Topic: Foundation

Current situation: Our plot is relatively level at about 48.6 meters (159.4 feet) above sea level. Unfortunately, we are required to build with flood protection in mind, so we need to establish the foundation at 50 meters (164 feet) above sea level. For most of the house, this is no problem: remove topsoil, add fill sand, then a layer of gravel, slope the terrain gently towards the garden on most sides, and pour the slab in the middle. Done.

What I am still unsure about is the most economical approach for the garage foundation and how it should ideally be constructed. Since we are in a borderline area, sloping the ground away is not an option. It must be supported or retained. Would it make the most sense to install L-shaped concrete retaining blocks along the purple line to serve as a border for the fill sand and gravel? Does a prefabricated garage still require an additional foundation, or can it just be placed directly on the gravel? Or is there a completely different method recommended for garage foundations?
