ᐅ Fence for New Construction (Bavaria), Neighbor Boundaries

Hello,
We have just completed building a new house in a newly developed residential area. On both the left and right sides, our property borders neighboring lots. At the back, there is a nature conservation area.
We want to install a fence around our property as we have dogs, so it’s necessary. One neighbor already has their house built. When asked about a fence, they just said maybe in a few years. On the other side, the land is still vacant.
Now we plan to fence our entire property ourselves. I just have a few questions.
Am I allowed to place the fence directly on or along the property boundary? This applies to both neighboring properties and the rear side. Everything I have read so far doesn’t provide clear answers...
We live in Bavaria. Does anyone here have experience with the various regulations?

Accepting at the border is fine, but not being set on the border.

I’m not entirely sure about that. For garages and similar structures, the rule is usually either directly on the property line or at least 3 meters (10 feet) away. We had a case where the neighbor was instructed (not by us) because his garage was set back 4.5 cm (1.8 inches) from the boundary when it should have been right on the line. Of course, this is not a strict requirement for fences, but I understand it to apply when building directly on the property line.
Bushes must be at least 50 cm (20 inches) away, yes.

In terms of costs, it has unfortunately become a situation where whoever reacts first ends up losing. I have experienced this myself—people who don’t want to pay but want to decide how things should look.

Just place the fence directly in front of the boundary stone (on your side) and that’s it.

We received information from the local authorities (also in Bavaria) that building right on the property line is not allowed. Garages are not built directly on the property line either. In that case, you would be on the neighbor’s property.

A wall from the 1980s stands on our property line. In other words, half a brick is on our side, half on the neighbor’s property. The neighbor covered the costs back then, as agreed. The new walls are completely on our side, not set back by 50cm (20 inches). The neighbor had no say in this.

Are walls built as boundaries not considered building walls?

Basically, yes. But depending on the construction, you may need a strip foundation.

So it’s best to clarify this with your neighbor. You can’t just build a foundation on their property.
